The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Regional Licensing Manager (Compliance & Regulatory Manager 1), based out of Tualatin. This position will work a hybrid schedule of working both remotely and in the office. This position will be expected to work from the office 1-2 days per week (or as needed) for meetings, staff engagement, shadowing, coaching etc.

What you will do:

In this dynamic role, you’ll supervise a team of licensing specialists, both in the office and in the field, ensuring compliance with federal and state regulations. You’ll provide expert guidance on licensing practices, build relationships with community partners, support and implement community outreach, and respond to public inquiries. You will work with a team of five other Regional Licensing Managers that in total provide oversight to more than 3,700 child care providers across the state. Your leadership will directly impact the safety and quality of child care environments.

You’ll collaborate closely with legal counsel, inspectors, and community partners, including child protective services, law enforcement, and resource networks, to uphold high standards in child care. As part of the division’s leadership team, you’ll also contribute to strategic planning and policy development, helping shape the future of licensing services in Oregon.

What we are looking for (minimum qualifications):

Six years of supervision, management, or progressively related experience; OR three years of related experience and a Bachelor’s degree in a related field.

In addition, we are looking for applicants that have the following Desired Attributes (requested skills):

Proven ability to manage field staff, including hiring and onboarding, coaching/mentoring, training, and day-to-day supervision. Experience leading virtual and in-person team meetings.
Demonstrated experience leading teams with a focus on employee engagement and performance management. This includes setting clear expectations, providing regular feedback and recognition, supporting staff development, and creating an inclusive and supportive work environment that fosters accountability, growth, and high performance.
Strong understanding and application of federal and state laws, administrative rules.
Experience translating policies into practice, leading staff through operational or programmatic changes, and ensuring service consistency.
Ability to address staff grievances, resolve complaints from community members or providers, and take corrective action when needed.
Participation in leadership teams or planning groups, with a focus on evaluating service delivery and improving program outcomes.
Effective communicator who can represent the agency in public forums, interagency meetings, and collaborative initiatives.
Experience working in a regulatory/compliance environment, contributing to or making regulatory decisions, particularly in collaboration with legal and/or enforcement teams.
Skilled in managing budgets, change management, field office operations, resource allocation, and ensuring back-up service coverage.
Experience working with underrepresented and/or marginalized populations and building partnerships with diverse communities.
